This position is listed as "Onsite"; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.
Must Have:
- Experience leading process design, business analysis, and change management initiatives within complex organizations
- Certifications such as Prosci Change Management, Lean Six Sigma, or Business Process Management are a plus
- Design, develop and document future-state processes that leverage automation including but not limited to all IT service management processes related to ODP.
- Develop process maps, operating procedures and governance frameworks to ensure compliance and scalability.
Description
RESPONSIBILITIES
- Work with organizations by providing expertise, consultative advice, guidance, and coaching to build knowledge and expertise of change management principles, methodologies, and tools
- Help leaders and teams enhance their capabilities to understand how change impacts people, the reasons why people resist change, and how to support people as they transition through change
- Be an active and visible coach to support leaders, partners, and stakeholders in their role as change champions
- Partner and work collaboratively with key roles such as project managers, business analysts, process improvement specialists, change consultants, and leadership to integrate change practices at all levels of the organization
- Develop and implement change management strategies, plans, and framework
- Lead, develop, implement, and/or provide input in the development of communication plans, sponsor roadmaps, stakeholder assessments, training plans, and resistance management throughout the lifecycle of the project
- Lead stakeholder management, including identification and analysis of key stakeholders, and the development of stakeholder engagement strategies
- Ensure alignment of change management activities with participating stakeholders to remove change barriers, smooth the adoption process, and contribute to problem solving resulting in successful implementation
- Ensure that clients, partners, and stakeholders are actively engaged in the change, consulted with, and communicated to
- Articulate the purpose of change in a manner that makes sense to impacted stakeholders and provides a compelling picture of the new organization
- Build consensus among clients, partners, and stakeholders on specific changes designed to better meet their needs
- Identify potential people-side risks and anticipated points of resistance, and develop plans to mitigate or address concerns
- Design and conduct change readiness assessments, evaluate results, and present findings to stakeholders to plan and carry out a change management strategy
- Administer measurement systems to track adoption, utilization, and proficiency of individual changes
- Develop an approach to embed and institutionalize the change to sustain the benefits achieved, including knowledge transfer, performance management, continuous improvement, and other related practices

- Experience understanding the program or project and related change management issues by identifying key stakeholders and how they will be impacted by the change
- Experience developing actionable and targeted change management plans that include communications, coaching, training, sponsorship, and/or other resistance management activities
- Experience defining and measuring success metrics and monitoring change progress to track adoption, utilization, and proficiency related to changes
- Experience managing the change management process and applying change management best practices to support the project or initiative
- Experience coordinating efforts with other subject matter experts, including communications specialists, training specialists, and human resource consultants during implementation

Role Overview:
- The Government of Ontario is embarking on a large Data & AI transformation initiative. Core to the transformation is the enablement of the Ontario Data Platform (ODP), which is being developed as the enterprise technology ecosystem for everything Data & AI. ODP will consist of data ingestion technologies, storage, processing and visualization as well as solutions related to AI and Machine Learning Development, Data Governance, Data Marketplace, etc.
- We are seeking a dynamic professional to lead process design and change management initiatives within the ODP team and in partnership with its stakeholders. This role bridges operational excellence with organizational transformation, ensuring that advanced analytics and AI solutions are seamlessly integrated into business processes while fostering stakeholder adoption and cultural readiness. Immediate initiatives are the design/refinement and operationalization of process related to intake, incident, problem, change, etc.
Key Responsibilities:
Process Design & Optimization
- Analyze current processes and workflows and identify opportunities for improvement.
- Design, develop and document future-state processes that leverage automation including but not limited to all IT service management processes related to ODP.
- Develop process maps, operating procedures and governance frameworks to ensure compliance and scalability.
Change Management
- Create and execute change management strategies to support adoption of new data and AI solutions and associated processes.
- Conduct stakeholder analysis and develop communication, training, and engagement plans.
- Monitor and measure change readiness and adoption, adjusting strategies as needed.
Collaboration & Leadership
- Partner with internal and external teams to communicate process details and seek alignment and buy-in.
- Act as a liaison between technical teams and non-technical stakeholders to ensure clarity.
- Champion a culture of innovation and continuous improvement across the organization.
Qualifications:
- A degree in Business, Public Administration, Data Analytics, or related field.
- Proven experience in process design, business analysis, and change management within complex organizations.
- Familiarity with data governance and public sector compliance requirements.
- Strong communication, facilitation, and stakeholder influencing and management skills.
- Certifications such as Prosci Change Management, Lean Six Sigma, or Business Process Management are an asset.
- Ability to lead multiple initiatives simultaneously and work in an agile, fast-paced environment
Preferred Qualifications:
- Knowledge of Government of Ontario's structure and business processes.
- Experience working in a data & AI environment and understanding unique data and AI concepts.
- Experience with Azure and Databricks.
