Job Description

The Program Manager (PM) is responsible for leading and delivering complex technology programs in support of Department of Defense (DoD) missions. The PM oversees the planning, execution, coordination, and reporting of all contractual activities, ensuring compliance with performance, quality, cost, and schedule objectives. This role requires extensive knowledge of Agile methodologies, program planning, and cross-functional leadership in secure environments. The PM will coordinate with internal teams, subcontractors, and government stakeholders, leveraging government-furnished tools and environments (e.g., Jira, Confluence, Google IL5 Email, IDSS, Mattermost) to deliver results. A key focus of this role is continuous improvement through proactive problem-solving, risk management, and the incorporation of lessons learned across the project lifecycle. **Responsibilities** + Provide comprehensive program management and oversight of contract activities in accordance with government directives and contractual obligations. + Utilize government-furnished tools such as Jira, Confluence, Google IL4/5 Email, Mattermost, IDSS, and Jira Align for communication, documentation, incident reporting, and data analysis. + Lead Agile ceremonies, roadmap planning, sprint tracking, and backlog refinement; maintain quarterly, one-year, and five-year forecasts using the SPO-provided Jira instance. + Collect and analyze program metrics including system uptime, Mean Time Between Critical Failures (MTBCF), Mean Time to Restore (MTTR), and cost per incident. + Coordinate and gain approval for product technical baseline changes via the Space C2 Configuration Management Board (CMB). + Serve as the primary point of contact for monthly Program Management Reviews (PMRs), executive briefings, and Government reviews. + Report significant events (e.g., security violations, cyber incidents, financial/schedule deviations) within prescribed timelines. + Organize kickoff meetings, coordinate travel, and support multi-day Program Increment (PI) events, stakeholder meetings, and test/training events at various CONUS locations (e.g., Vandenberg SFB, Schriever SFB, Dahlgren NSF). + Ensure accurate subcontractor integration, flow-down of program requirements, and availability of subcontractor data to the Government. + Develop and maintain an Organizational Conflict of Interest (OCI) plan, when applicable. **Qualifications** + 8-10+ years of relevant program/project management experience, including at least 5 years managing IT programs in support of federal or DoD environments. + Proven leadership in Agile environments with experience supporting the full project lifecycle using Agile tools (JIRA, Confluence). + Experience supporting root cause analysis and continuous improvement initiatives. + Knowledge of subcontractor management and data transparency requirements. + Able to coordinate and support in-person events and multi-location operations, including security coordination for site access and compliance with FAR 31.205-46 for travel cost reimbursement. + Demonstrated ability to manage high-visibility reports, PMRs, milestones, and briefings for executive and program-level stakeholders (O6/GS-15/NH-IV and above). + Strong written and verbal communication skills with experience delivering meeting materials, responding to action items, and preparing contract status updates. + Proficient in government-furnished collaboration tools: Google IL4/5 Email, JIRA, Jira Align, Confluence, Mattermost, and IDSS. + Familiar with Space C2 technical baseline processes, roadmapping practices, and configuration management via the Space C2 Configuration Management Board (CMB). + Active Project Management certification (e.g., PMP, CAPM, or equivalent). + Bachelor's degree in Information Technology, Computer Science, Business, Engineering, or a related field. **Job ID** 2025-16654 **Work Type** On-Site **Pay Range** $156,000 - $198,000 **Company Description** **Work Where it Matters** Akima Systems Engineering (ASE), an Akima company, is not just another federal systems support contractor.
