Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview :
The Stormwater Specialist Environmental Manager 2 position is located in IDEM's Southeast Regional Office in Brownstown, Indiana. The position works with various types and sizes of construction sites and permitted industrial facilities by helping them comply with federal and state environmental stormwater quality regulations. The position is responsible for: permitted industrial facility compliance inspections, complaint investigations, identifying unpermitted sources of stormwater pollution, analyzing problems, and recommending a course of action to bring a source into compliance, including gathering of evidence and serving as an expert witness at adjudicatory proceedings. The position will also conduct audits of Municipal Separate Storm Sewer Systems (MS4s) related to compliance with implementation of a local construction and post-construction program. The position also provides technical assistance to local soil and water conservation districts and personnel, facilities, and stormwater professionals when necessary. The position also plays a role in outreach to contractors, facilities, public officials, and the general public. This position is integral to the success of the agency's efforts to assist all types of stormwater sites and permitted facilities to get into and stay in compliance with state and federal environmental rules and regulations.
The daily duties of the position may include: conducting routine onsite inspections at construction sites or permitted industrial facilities; reviewing construction plans; reviewing compliance data; providing technical assistance activities to contractors or local stormwater staff; responding to requests for assistance with regulations and agency programs; and, responding to complaints. Inspections activities include: a general review of the source and onsite stormwater conditions and activities, review of recordkeeping, monitoring, testing, and data systems, review of onsite stormwater equipment and control systems, records reviews, and the control device observations. If deficiencies are found, the inspector assists the site or facility to determine what corrective actions are required, and then follows up to check that compliance is achieved. If a site or facility has questions concerning their control measures or permit requirements, IDEM staff may provide technical assistance.
This position is stationed at IDEM's Southeast Regional Office located in Brownstown, Indiana. The position will report to the Brownstown office daily. The position will be responsible for stormwater compliance and complaint responses within the counties served by the Southeast Regional Office. This position will serve up to 15 counties in Southeast Indiana. Field time for this position is approximately 75 percent. The position requires frequent daytime travel. Minimal or occasional overnight travel may be required. A valid Indiana driver's license is required. A vehicle is provided for daily travel while on duty.
Salary Statement :
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
