Job Description

• Lead the technical service operations in production plant by increasing production efficiency and labor productivity, rational use of production resources, ensuring industrial safety and explosion-fire safety at the enterprise, control over the provision of power supply
• Plan annual budget and annual work plan of all technical units. Develop KPI indicators for functional units, propose programs to improve efficiency and better control indicators. Monitor and analyze KPIs in accordance with the plan and provide management team with plans for their optimization.
• Determine the technical policy, forecast the development of technical services and ways to implement programs for the improvement, reconstruction and technical re-equipment of existing production
• Organize the development, coordination and implementation of new equipment and technology, organizational and technical measures, Capex projects (dismantling, installation, commissioning and production support). Fully control the implementation of Capex projects at the site
• Provide constant increase in the level of technical preparation of production, its efficiency and reduction of material, financial and labor costs to produce products and works (services), their high quality, reliability, and durability in accordance with state standards, technical specifications and requirements of technical aesthetics, rational use of production funds and all kinds of resources.
• Responsible for conclusion of contracts for the purchase of new equipment and production technology, projects for the reconstruction of production, its divisions, renovation and modernization of equipment, integrated mechanization, and automation of production processes.
• Responsible for smooth energy supply (electricity, gas, water and sanitation, steam, and other types of energy carriers) in the quantity and quality necessary to meet all the needs of the plant, as well as their accounting and rational use.
• Organize the performance of high-risk work and work at height according to work orders and permits, with risk assessment, with the development of measures to reduce and eliminate these risks, with the preparation of a Work Production Plan and / or Work Production Project (level of responsibility - decision-making, consulting, affecting all factory functions)
• Lead the implementation of the Recon program at the local level of the factory to reduce energy consumption, achieve the most efficient use of installed capacities (level of responsibility - decision making, impact on the production unit of the factory)
• Support and play a key role in the implementation of the LEAN program (lean manufacturing), act as a mentor for employees in the QCDM and 5W processes (5 Why)
• As the owner (holder) of the GEHSMS standards (the list is approved by the manager), evaluate and analyze the current business situation of the factory for compliance with the requirements of the standards, followed by the development and implementation of improvement measures in order to ensure the sustainable, efficient and safe operation of the enterprise in these areas.

• Higher technical education, enhanced with special training in thermal power, equipment, air conditioning systems or in the field of mechanics, is preferred.
• 5+ years of practical experience in the installation or operation of electric power, steam boiler, heat engineering, compressor, refrigeration, pumping and other equipment, heating and ventilation systems and fire safety systems.
• Knowledge of State standards, Company standards, norms, and rules in the field of energy, metrology, industrial and fire safety.
• Group V for electrical safety up to and above 1000 V
• Availability of certifications for the safe operation of facilities
• Special knowledge and skills of the principles of organization of the Utility Manager service, modern systems for organizing and carrying out repairs, the principles of operation and design of equipment, its components, technological processes, instructions for operating and maintaining equipment, methods for diagnosing faults;
• Experienced in working with technical documentation;
• Detailed knowledge of the main electrical circuit, thermal circuit, water supply and drainage schemes, compressed air and evacuation schemes of the enterprise, supply and exhaust ventilation and air conditioning of the enterprise;
• Confident user of MS Office and AutoCad, 1C
